Kaicedra Consulting SAS is a company specialising in data collection and analysis in the environment, construction, agriculture and forestry sectors, and in mobile application development, including the Map Action platform.
1. Definitions

- Map Action
- name of the platform.
- Map Action Platform
- the system for reporting environmental incidents through photos, videos and voice notes, analysing them and sending them to the competent authorities.
- Competent authorities
- Malian bodies and structures responsible for environmental protection.
- Map Action account
- personal account assigned to the User after registration.
- Personal Data
- information that directly or indirectly identifies a person.
- Geolocation
- geographical position of an environmental incident.
- Images
- photos and videos taken by the User of the reported incidents.
- Transfer
- sending of reports to the competent authorities.
- Administrator
- user with management rights over the content and accounts of their organisation or of the Platform.
2. Scope and purpose
These Terms apply to all services offered by the Map Action Platform and to its use.
These Terms define the contractual relationship between the User and Kaicedra Consulting SAS for the use of the Platform.
3. Description of the service
The Platform allows users to report environmental incidents, whether caused by humans or by nature, by taking photos, videos or voice notes and sending them to the competent authorities. It produces impact analyses to guide the institutional response.
4. Access and registration
Users can use the Platform without registering to report incidents. To follow up on their reports, users must create an account and provide accurate information.
- Users are responsible for keeping their credentials confidential.
- Users can request the deletion of their account at any time. The associated data is then deleted in accordance with the Privacy Policy.
5. Use of the Platform
By using the Platform, you agree to:
- Comply with the laws in force in the Republic of Mali
- Report only real situations you have observed
- Not infringe intellectual property rights relating to content
- Not collect personal data about other users
- Not interfere with the proper functioning of the Platform
6. Prohibited content
The following are prohibited on the Platform:
- Content involving, exposing or endangering minors
- Content inciting violence, hatred or discrimination
- Sexual or pornographic content
- Content that is manifestly illegal under Malian law
- Reports that are deliberately false, misleading or misused
- Advertising, commercial or political propaganda content
- Personal data of third parties published without their consent
- Content that harms the dignity or privacy of identifiable people
Report photos and videos must show the environmental situation observed and not people.
7. Reporting and removal of inappropriate or illegal content
Any inappropriate or illegal content can be reported:
- by email to abus@map-action.com
- to the administrator of the organisation concerned
Each report is reviewed by a Platform administrator. The following handling times apply:

| Appeal against a removal decision | Reply within 5 working days |
Content harmful to child protection is the absolute priority category and is escalated internally as soon as it is received.
Administrators can remove any content that breaches these Terms or the law, and suspend or delete the accounts of repeat offenders.
An internal moderation log records the date of each report, the decision taken and the date of the action.
8. Intellectual property
The Platform, its brand, its visual identity and its documentation are the property of Kaicedra Consulting SAS. Some software components of the Platform are published under open licences; their use is governed by the licences applicable to each component.
Users retain ownership of the content they produce and grant Kaicedra Consulting SAS the licence of use described below.
9. User-generated content
Users are solely responsible for the content they send through the Platform.
The images and videos sent are used to report environmental incidents to the competent authorities and to produce impact analyses.
Reuse for communication, awareness and research purposes
By accepting these Terms, users grant Kaicedra Consulting SAS a non-exclusive, royalty-free licence with no time limit to reproduce, adapt and distribute the images and videos sent, on any medium and in particular on digital channels, for institutional communication, environmental awareness, showcasing the Platform's results and producing studies.
This reuse is subject to the following limits:
- content showing an identifiable person is blurred or cropped before any public release, unless that person expressly agrees;
- no content showing an identifiable minor is ever released publicly, under any circumstances;
- no data identifying the author of the report is associated with the content released, unless they expressly request it;
- the precise geolocation may be replaced by an indication of the area when publishing it would expose a person or property.
Users can at any time request the removal of content concerning them from any communication medium by writing to contact@map-action.com. The request is handled within 15 working days.
Content may also be used in aggregated or anonymised form in environmental studies and reports.
10. Handling of reports
Reports are sent to the competent authorities. The Platform does not guarantee that these authorities will actually handle every report.
11. Processing of personal data
The Platform collects and processes personal data in accordance with Law No. 2013-015 of 21 May 2013 on the protection of personal data in the Republic of Mali, as part of the process undertaken with the Personal Data Protection Authority (APDP), under references DAU-2024-0034/APDP and DAU-2024-0035/APDP.
The categories of data collected, the purposes, retention periods, sharing arrangements and users' rights are detailed in the Privacy Policy, available in the application and on the website, which forms an integral part of these Terms.
12. Protection of minors and data security
The Platform is not intended for people under 18 and does not knowingly collect their personal data. Any content involving a minor or threatening their safety is handled under the priority procedure described above.
Appropriate technical and organisational measures are in place to protect your data. As no system is completely secure, you remain responsible for protecting your login credentials.
13. Limitation of liability
Kaicedra Consulting SAS cannot be held liable for damage resulting from the use of, or inability to use, the Platform, in particular:
- service interruptions
- reports not being handled by the competent authorities
- content sent by users
14. Final provisions
Changes to the terms
Kaicedra Consulting SAS reserves the right to amend these Terms at any time. You will be informed by in-app notification or by email. The version in force is dated at the top of this document.
Electronic communications
By accepting these Terms, you agree to receive communications relating to the operation of the Platform electronically.
Closing your account
Users can close their account at any time without notice. The associated data is deleted in accordance with the Privacy Policy, except for information that must legally be kept.
Force majeure
Kaicedra Consulting SAS cannot be held liable in the event of force majeure, meaning any unforeseeable and irresistible event preventing the normal performance of these Terms.
Governing law and jurisdiction
These Terms are governed by Malian law. Any dispute is subject to the competent courts of Mali.
Agreement to the terms and conditions
By using the Platform, you acknowledge that you have read, understood and accepted these Terms, including those relating to the collection, use and storage of your personal data.
